Madame Saan/Co-b previously led several military expeditions for the Command Fleet of her homeworld government, the Matriarchy, of the inner-rim colony systems closely orbiting the galaxy's center. Though much of her resume has been classified by the Matriarchal Fleet Adjutant, we know just enough to appreciate her strategic acumen, and her respect for confidentiality. The point of Conflict Referral is to end conflict, not start more. Not only can we gaurantee swift resolution to irreconcilable differences, but the plausible deniability required to prevent further blame.
For those not familiar with the Veehvo Kwa, they are a hive mind species whose ability to surveil a given target and relay the information are used to remarkable extent by Pax Infinitum. Since the annihilation of their planet, Pax Infinitum has employed the remainder of the species in preventing similar tragedies from occurring in any other solar system. Able to communicate telepathically over cosmic distances, we employ Veehvo drones to all sides of a conflict so they may instantaneously transmit intelligence to the Veehvo in our home offices.
Formally the Mortuary Affairs Unit commanding officer for the Expeditionary Corps of the Imitator Govt., Col. Fitzwallace spent his career harvesting the casualties of over a hundred interplanetary conflicts, and swore to himself upon his retirement that he would spend the rest of his life fighting to prevent collateral damage instead of causing it. If your homeworld has fallen victim to the superior power of a foreign invader, Albert Fitzwallace's illustrious staff will work with the Interstellar Judiciary to file the necessary claims to allow another power to intercede on your behalf.
